Nai Seng is SEA FSI Regulatory Strategy Leader and an Executive Director of Deloitte’s Risk Advisory practice. Prior to joining Deloitte, he was Assistant Managing Director of the Monetary Authority of Singapore. In that role, he oversaw prudential policy formulation, technology risk and payments supervision, and macroprudential surveillance. These include implementation of Basel III capital and liquidity rules, D-SIB and bank resolution frameworks, as well as the Singapore government’s property market cooling measures. During his more than 20 years’ experience in MAS, Nai Seng held various leadership positions in banking supervision, strategic planning, macroprudential surveillance, prudential policy and corporate finance. He also contributed to the work of international and regional bodies like the Basel Committee on Banking Supervision, Financial Stability Board, International Monetary Fund, and the Executive Meeting of Asia-Pacific Central Banks. Through these groupings and other bilateral engagements, he maintained good relations with global and regional regulators. At Deloitte, Nai Seng has been advising digital bank applicants, payment services providers and other financial institutions on compliance and risk matters. In addition, he is SEA Co-lead of the Deloitte Asia-Pacific Centre for Regulatory Strategy. Nai Seng also teaches financial regulation at the NUS Business School.
