The new digital world: how it will affect us all?

David is the Senior Advisor for Data and Artificial Intelligence at UnionBank Philippines. Concurrently David is an external advisor to Singapore's Corrupt Investigation Practices Bureau (CPIB) in the capacity of Senior Advisor (Artificial Intelligence) and to Singapore's Central Provident Fund Board (CPF) in the capacity of Senior Advisor (Data Science). Prior to his current roles, David was Monetary Authority of Singapore (MAS) first appointed Chief Data Officer and Head of Data Analytics Group reporting to the agency Deputy Managing Director for Financial Supervision and subsequently Special Advisor (Artificial Intelligence) reporting to Deputy Managing Director for Markets and Development. In these roles he led the development of the AI strategy both for MAS and Singapore’s financial sector as well as driving efforts in promoting open cross-border data flows. David has extensive exposure and experience in both industry and academia and he has consistently applied advanced technology with an analytical mindset to shape and deliver new innovation. David holds a PhD in Computer Science in the field of Machine Learning from the University of Southampton and graduated from Royal Holloway, University of London with First Class Honors B.Sc. in Computer Science and Artificial Intelligence. Out in the "field", David is more likely to consider himself a data artist instead of a pure data scientist.

Andrew Chow is a Partner in the Financial Services Regulatory Practice. He has extensive experience in financial services regulatory matters, with an emphasis on banking and capital markets legal and compliance advisory. As one of the first dedicated compliance professionals in Singapore, Andrew has worked for various international financial institutions across the Asian region. He advises on a wide spectrum of regulatory issues and developments, and has previously guided each of the financial institutions he worked in on regulatory compliance with statutes, regulations, notices and guidelines in Singapore including the Banking Act, the Securities and Futures Act (SFA), the Financial Advisers Act (FAA), the Trust Companies Act, the Commodity Trading Act administered by the Monetary Authority of Singapore (MAS) and other regulatory bodies. Apart from his advisory roles, he also developed the compliance processes and procedures for those institutions, including other risk, operational and IT policies and procedures where legal and compliance input was essential. In the 16 years prior to joining WongPartnership, the financial institutions Andrew worked for were: Standard Chartered Bank, where he established the compliance department, and was actively involved in managing the issues surrounding the collapse of Baring Futures and its parent; and Baring Brothers & Co. in the UK. He then moved to Toronto Dominion Bank/TD Waterhouse, where he led in the establishment of TD Waterhouse in Hong Kong as one of the first Asian discount brokers while overseeing TD Bank's transactions through the Asian Financial Crisis. The next institution was Schroders, which was acquired by Salomon Smith Barney as part of Citigroup. At Salomon, Andrew was the author of the application for the first unified securities and futures membership on the Singapore Exchange, and also managed the issues arising from the dot.com bust, the collapse of WorldCom and Enron, and the tragic event of 9/11. As the Country Compliance Officer for Citibank, Singapore Branch, he has covered all aspects of Citi's comprehensive footprint in Singapore, including its global technology function locally. He was also actively involved in the integration of the Lehman businesses into Nomura in Asia (ex-Japan). Andrew speaks regularly at seminars organised by the Association of Banks in Singapore, the Institute of Banking and Finance, the Wealth Management Institute, where he leads in Ethics and Compliance training for private banking and wealth management, Hubbis for private banking, the Compliance Professionals Association of Singapore and the Robert Half-ICPAS Financial Leadership Forum. He is also a committee member of the Financial Industry Competency Standards (FICS) Compliance Working Group. Andrew graduated from the National University of Singapore.  He is admitted to the Singapore Bar and is also an Attorney-at-Law, New York State Bar.

Nai Seng is SEA FSI Regulatory Strategy Leader and an Executive Director of Deloitte’s Risk Advisory practice. Prior to joining Deloitte, he was Assistant Managing Director of the Monetary Authority of Singapore. In that role, he oversaw prudential policy formulation, technology risk and payments supervision, and macroprudential surveillance. These include implementation of Basel III capital and liquidity rules, D-SIB and bank resolution frameworks, as well as the Singapore government’s property market cooling measures. During his more than 20 years’ experience in MAS, Nai Seng held various leadership positions in banking supervision, strategic planning, macroprudential surveillance, prudential policy and corporate finance. He also contributed to the work of international and regional bodies like the Basel Committee on Banking Supervision, Financial Stability Board, International Monetary Fund, and the Executive Meeting of Asia-Pacific Central Banks. Through these groupings and other bilateral engagements, he maintained good relations with global and regional regulators. At Deloitte, Nai Seng has been advising digital bank applicants, payment services providers and other financial institutions on compliance and risk matters. In addition, he is SEA Co-lead of the Deloitte Asia-Pacific Centre for Regulatory Strategy. Nai Seng also teaches financial regulation at the NUS Business School.

Pranav leads OCBC Bank’s challenger bank, FRANK by OCBC, spearheads OCBC innovation’s arm, The Open Vault and drives the Digital Transformation for OCBC Bank’ consumer business. He stays passionate about the interplay of technology, design and human behaviour. Prior to joining OCBC Bank, Pranav worked at McKinsey and Co where he helped organizations across Asia define business and innovation strategies and execute large scale transformations. Pranav holds an MBA from the UCLA Anderson School of Management and a bachelors in engineering from The University of Delhi.
